Where does an uninsured, newly-diagnosed diabetic man get help buying test strips?

The only program I can see here in Illinois is that parents or children. He is not a parent, and he's only 34 with type 1 diabetes, no insurance, no income, medical practice is rural and not much help diagnosed. We live in Peoria. Thanks.
